Welcome Committee

Purpose: This committee will welcome new homeowners who have purchased homes in Gosling Pines.
Responsibilities: The committee will present the new homeowners with a welcome basket and tell them about the HOA activities. Also provide any other pertinent information regarding Gosling Pines.
Term: The Welcome Committee will be a standing committee until dissolved by the board.
Committee Organization: This committee will consist of one or more people, one person being a chairperson.
Relationship to the Board: Minutes will be taken at all meetings and copies made available to board members upon request. Expenditures will stay within an approved budget. Supplementary expenditures will require advance approval of the board.

​Beautification Committee

​This is a special committee that is responsible for the following:
• The Committee will consist of one or more members.
• Committee members are selected to promote the beautification of the HOA and encourage homeowners to put out special effort to enhance the neighborhood. The purpose of the award is to recognize people who put extra effort into the care of their landscape.
• They are responsible for evaluating yards, based on landscaping guidelines that reflect homeowner effort to contribute to the HOA community.
• The committee will select a yard each month during the growing season.
• They will place the Yard-of-the-Month sign in the yard for the current month.
• They will present the homeowner with a gift card and the yard will be featured on the HOA web site and Facebook page.

Social Committee

​PURPOSE: This committee assists in organizing events which encourages the HOA members to come together for social events.
Responsibilities:
The primary functions of this committee are:
• To get members together socially, enabling them to develop relationships that enhance the harmony and pleasure of living in this community.
• To interest members in increasing their participation in their community. This is important because at social events, neighbors get to know each other as people, without the barriers sometimes present at business meetings.
• The Committee may conduct meetings virtually as well as in person. Members are encouraged to include all other members, including the chairperson, in any emails or other correspondence pertaining to Committee business.
• The Committee may request a budget from the Board and may submit a plan along with a request to spend the funds allotted in that budget.
• Committee members must not cause the Board to incur a financial obligation without specific written approval of the Board.
• The Committee, through the chairperson, will submit to the Board line-item receipts for all approved expenditures.
TERM: The Social Committee will be a standing committee until dissolved by the board.
Committee Organization: The committee shall consist of any and all willing to take on the responsibilities. The committee chair shall be approved by the board. The committee shall meet as frequently as necessary to discuss upcoming recommendations to the Board, involvement in special HOA activities, or for other reasons.
Relationship to the Board: This committee draws its authority from the Bylaws and Covenants, Conditions & Restrictions that provide for appointment of committees by the Board of Directors. The Committee is accountable to the Board. The chairperson will keep the Board fully informed of Committee plans and activities. This will include advance copies of meeting agendas, meeting minutes, copies of reports, proposals, etc.

Decorating Committee

​Purpose: The Decorating Committee is commissioned by and reports to the Gosling Pines HOA Board of Directors. The committee will advise the board on all matters pertaining to the decoration of all entrances during major seasonal celebrations
Responsibilities: The committee will plan, design, and implement the decoration of all the named areas. The committee chair will be responsible for reporting to the board the progress/needs of the committee and keeping the decorations within an appropriate and approved budget.
Term: The Decorating Committee will be a standing committee until dissolved by the board.
Committee Organization: The committee shall consist of any and all willing to take on decorating responsibilities. The committee chair shall be approved by the board. The committee shall meet as frequently as necessary.

Neighborhood Watch Committee

​Purpose:
A. Neighborhood Watch committee would consist of two (2) members from each street. These members are not the police, nor are they to foil crimes or engage in other homeowners’ business.
B. The Neighborhood Watch Committee shall establish and maintain a cooperative network of residents to protect themselves and their families, neighbors and community from crime. The committee shall work with law enforcement authorities to reduce crime through the Neighborhood Watch Program by performing community patrols to spot and report suspicious behavior. The committee will encourage all residents to report all suspicious behavior and crime to law enforcement authorities.
The committee shall provide public safety information on such topics as Neighborhood Watch, crime prevention, home security and personal safety and the proprietary to improve communication of important crime information to residents.
C. The Neighborhood Watch Committee is advisory in nature and serves at the pleasure of the Board of Directors. Committee members may not make final decisions on any matters, expend Proprietary funds, or speak on behalf of the community, without the approval of the Board of Directors.
Responsibilities:
• Prepare a proposed annual budget and submit to Board of Directors.
• Provide a brochure with quick reference safety tips for residents to be posted on the Association’s website.
• Recruit volunteers from within the community to serve as neighborhood watch persons by periodically checking the area to insure the safety of the residents and, if required, study the feasibility of hiring private security personnel.
• The Board of Director’s meeting agenda shall include a written committee report as part of the board meeting packet to be presented 48 hours prior to the Board Director meeting.
• Report any violation of vehicular speed limits, noise nuisance, or other incidents which constitute a safety hazard to the County Sheriff’s Department.
• Provide adequate, advanced notice of meetings (48 hours) to be posted by the chairperson.
• Welcome and encourage participation of members (open membership).
• Conduct any other regular business in accordance with the Bylaws and Covenants, or as directed by the Board.

​Architectural Review Committee

​This is a special committee that is responsible for the following:
• The Architectural Review Committee shall be responsible for approving or disapproving the design, location, details, color, texture, materials and specifications of all new construction, landscaping and tree removal and for any additions or modifications to buildings or Lots.
• All decisions by the committee shall be based on an adopted set of architectural and landscape guidelines.
• The committee shall render consistent judgments based upon such guidelines. A judgment by the committee may be appealed to the Board by filing a notice thereof with the Secretary of the Board at least fifteen (15) days in advance of a regularly scheduled meeting of the Board.
• The Architectural Review Committee shall be governed by the Restrictions and these By-Laws.
• Applications must be submitted to the ARC for any building or structural modification on the property. The application must be approved before any action can be taken on the property.
